I believe the intention during negotiations was that these are hours taken from the employees sick days. You don't necessarily have to be sick to take advantage of this, it could be just a regular checkup or physical. Dental checkups and cleanings would also be covered by this. It would be entered into your time sheets as sick credits taken.
The disgusting part of this article is the last sentence, "This arrangement will be on a trial basis for the term of this Collective Agreement only." It's management's way of putting their lack of trust in the employees, in writing.
